Who Pays for the Mayor's Phone? & Pignapping

Recently city council was thrown into a mild state of scandal due to the unexplained disappearance of Councillor Mike Del Grande's piggy bank. Councillor Del Grande is the City Budget chief. The brazen theft prompted this exchange at City Hall:



Councillor Adam Vaughan suggested this little piggy went to market.
